look this up on youtube. a person zoomed in and you can tell it's an illusion cause by the swaying of the dress and the hat accidently looks like a noose due to camera placement.

that looks like some one dancing to me , after moving awhile , they move forward farther and faster , not typical of swinging on a rope , you slow down each time you go back and forth , you loose momentum .. that object gains momentum . look close .
